Each input is ranked across Ghana's districts, weighted for this industry, and averaged. The averages are then ranked and spread from 1 to 100. Direct measures count in full; stand-ins (a close substitute for something not measured directly) count at 70%. 11% of the weight this industry should carry is not available yet.
